New Brunswick, N.J. The Rev. Dr. M. William Howard Jr., pastor of Newarks Bethany Baptist Church, has been elected to serve as chair of the Board of Governors at Rutgers, The State University of New Jersey. Chairs of the Board of Governors serve one-year terms and are eligible to serve three successive terms.
Howard, a member of the Board of Governors since 2004, was president of the New York Theological Seminary from 1992 to 2000. Under his leadership, the school was reaccredited, the board of trustees reorganized and the endowment doubled. In partnership with two New York City universities, the seminary instituted joint Master of Divinity degrees in the areas of urban studies and social work.
During the prior 20 years, Howard was a member of the national staff of The Reformed Church in America. He has served as moderator of the World Council of Churches Programme to Combat Racism, president of the National Council of Churches, and president of the American Committee on Africa. He leads one of Newarks largest black Baptist congregations.
A native of Americus, Ga., Howard is a graduate of Morehouse College and Princeton Theological Seminary, and holds several honorary degrees.
Howard, also a member of the universitys Board of Trustees, succeeds Albert R. Gamper Jr. as Board of Governors chair. His term begins July 1.
Established in 1766, Rutgers is one of the nations premier research universities, serving more than 50,000 students on campuses in Camden, Newark and New Brunswick. The Rutgers Board of Governors comprises 11 voting members, six of whom are public members appointed by New Jerseys governor with confirmation by the state Senate, and five elected by and from the Rutgers Board of Trustees. The president of the university is an ex officio, nonvoting member. Two faculty and one student are elected by the University Senate as nonvoting representatives.
The Board of Governors standing committees are responsible for the areas of audit, budget and finance, buildings and grounds, educational planning and policy, executive compensation and nominations, intercollegiate athletics, multicultural concerns and student affairs, and university relations and honorary degrees.
The Board of Trustees was the governing body of the university from its founding as Queens College in 1766 until Rutgers formally became The State University of New Jersey in 1956, when a state law created the Board of Governors as the governing body.
